I understand that Exchange server sends new mail notifications to clients
using UDP. However if the UDP packets are being blocked somewhere, either
by router, firewall, or NAT, then the client never receives the new mail
notification.

To actually see any new mail you have to change the focus of the client
from one folder to another folder. This has the effect of initiating a TCP
connection to server so you then see all your mail.

Is there a tool (a COM+ addin or something) that can be installed at the
client to poll the server every X minutes to refresh the client?

This would be of great assistance to me.
