We found the problem. Because we have people on two different segments we have two NIC cards in the server. (Multi-Homing) What was happening was the mail was connecting to the exchange server on one and trying to send the message on the other. That doesn't work. When we shut down the second NIC the mail worked fine. We figured the best way to fix the problem was a router using NAT to connect to the second segment. The current TEMPORARY fix was to put a manual entry into the bases exchange server that sends mail directly to us through the base segment. And since it costs nothing this TEMPORARY solution is likely to be the permanent solution.
