You could start using agents. Not as "easy to use" as Rules but with a properly written program you could implement as many rules you want. Integrate with a SQLdatabse and you will have unlimited number of rules.
You could build a ASP page, to configure rules and save those rules in a database. Create a public folder and make the ASP Page the home Page Of The Public folder. and you can move all the "Server side rules" as Agents and then you have Only client side rule to worry about. Technically, possible.. but can One justify the business need to develop such .. hmm..
