Consultants are also hired as someone to blame if whatever they are attempting to do does not work. If you are a CIO, it is tough to blame someone in your own company if there is a snafu. You can go ahead and rip your employee a new one or fire them, but in the boardroom, you will still look bad since you are ultimately responsible for them. A consultant however can be used for CYA for the CIO and they can also be sued if the problem is bad enough.
