I wouldn't speak in such ABSOLUTE terms. Mailbox level backups as your primary backup is not prudent, but it may be worth a companies time and other resources to do mailbox level backups in addition to daily full backups to better serve their customers. However, I've become accustom to restoring mailboxes the Tivoli way (full IS restore) because of the speed of the restore.
