My assumption was that the users weren't going to be replaced anytime soon. And there is some merit to reducing the size of the DB to facilitate faster restores. Absolutely necessary... well, no. With a good backup in hand and an appropriate maintenance window, it's probably not the worst thing he could do to his servers.
