In your case, you would want to do VPN.

I am not very familiar with RAS. Do you know whether RAS will work in a
configuration where I do not have a modem directly attached to the
server since I have a T1 connection?  My users will use a modem to
dial-up to AT&T global Network and be put on the T1. Thanks
