Do not know if this is the cause in your case, but we had a similar instance
for one of our customers where the MS Free Busy was acting flakey.  One of
my coworkers found that the msfbconn.dll file was missing (she went through
the App Event Log and found an error where it said it could not be found).
She then located the file on another server and copied it to the location
the server hosting the Free Busy information said it was looking and voila
Free/Busy began working.

Just a thought.
