Are you refreshing the inbox page periodically? OWA doesn't work like
Outlook-- you need to manually refresh the page periodically to see new
mail, and there are no notifications of new mail arriving.

I've set up a test W2K box with IIS enabled, Exchange 5.5, Proxy 2 and OWA
(all current patches and SP's installed).  Test users can authenticate onto
OWA and can send messages but cannot recieve any.  IMS shows the recieved
messages in the Mailbox Resources window.  I've read all the FAQ's and did a
brief search on technet but neither revealed anything.
 
Anyone have any ideas?
