OWA 2000? It's possible that some of the cybercafes had firewalls that claim to pass http1.1, but in fact do not do it properly. This results in your being able to get into OWA but then not see messages in the Inbox (amongst other things). The simplest solution seems to be to ensure that your browser does not use http1.1 through proxy connections.
