BLAT - Access writes a report to a txt file. BLAT supports as part of its command line specifing a txt file for the SMTP addresses. There are other 3rd party mailers as well.
Access also supports export to CSV and XLS. Those can be imported into Outlook. You have several good suggestions. Take them, do some research [1] and which one best suits your needs.
