After further investigation, look at the following registry key:

HKEY_CLASSES_ROOT\mailto

On my system thikey has the following values:

HKEY_CLASSES_ROOT\mailto\(Default)              URL:MailTo Protocol
HKEY_CLASSES_ROOT\mailto\EditFlags              02 00 00 00
HKEY_CLASSES_ROOT\mailto\URL Protocol     

Subkeys:
HKEY_CLASSES_ROOT\mailto\Defaulticon
"C:\PROGRA~1\OUTLOO~2\Office\OUTLOOK.EXE",7

HKEY_CLASSES_ROOT\mailto\shell\open\command
"C:\PROGRA~1\OUTLOO~2\Office\OUTLOOK.EXE" -c IPM.Note /m "%1"
