I am having a very weird problem, and I cant put my finger on what may be
the problem.  I need advice on how to proceed.

I have a single domain, 3 server site.  1 server mailbox
storage(Postoffice01), 1 server registered SMTP(Postoffice02), and 1 server
invisible SMTP(postoffice03).  01 is exchsp4 on NTsp6, 02 & 03 are exch sp4
on 2k sp2.  Also 03 has SMTP cost level of 10 and 02 has a cost level of 1.
We have outside sales team that uses a 3rd party ISP, the invisible smtp is
for them.

Here is the problem.  From time to time the outside sales team will send
stuff either to internal users or to external users and it will all just
build up in postoffice03.  If I reboot the server all of it gets delivered
and the server works for a good while.  But eventually it will happen again.
Also we have seen a sharp increase in people who are unable to email us in
general, and people we are unable to email.  However I am able to nslookup
their MX records and but them in the connections tab under specify email
domain and they work fine.  Also I saw a 2 second timeout when I was
connecting to my ISP's dns server.  I notified them of the problem, but like
any big ISP (AT&T) they are denying that there is a problem.  From time to
time I also see some event ID 9318 'unable to bind over RPC', but not with
any regularity.

I don't see any related errors on postoffice01 or 02, in fact no errors at
all.

I'm not sure what action to take, or if this problem is even on my end and
not a ISP problem.  Any ideas would be greatly appreciated.
