Windows 2000 administrator accounts are specifically denied access to
Exchange 2000 mailbox stores and mailboxes.

The clearest way to do this is to create an ExMerge account and grant it
permissions to the least number of objects necessary.  You require Send As
and Receive As rights on the object to do an ExMerge.
