Add the Exchange Admin tools to the DC. Or, you can add the DLL's necessary. Only place I've seen with the list is Jim McBee's Exchange 2000 book - http://www.swinc.com/resource/books.asp

My issue is that I can only create user accounts with mailboxes on the Exchange server. Neither of the DC's have any of the Exchange tabs???? As both forest & domain prep ran sucessfully the schema has been extented, what am I doing wrong????
