Thanks for all your help and suggestions. This problem is so sporadic it's
frustrating.

I have tried it myself and sometimes it works and sometimes it doesn't. I've
noticed that if I delay the message 10 minutes it won't go at all. But if I
delay it an hour or day it will..... sometimes. My pc's time is synced with
the exchange server.

The users' time zone setting are correct and the emails she tried to delay
were weeks in advance.

I've also look at Q188696 and follow both of its suggestion to no avail.

All of your help is greatly appreciated.
