If you really need the space back, then yes, an offline defrag is the way to go. Perhaps though, now that they've cleaned up, the limits could be raised a bit and you could just re-use the space on more current data.
Remember, the point of email systems management isn't to minimize the data stored, it's to maximize information retention and sharing towards the goal of improving the company bottom line.
