Um, you're a bit off here. The items that are recoverable via deleted item
retention are just toomstoned objects within the store. Seeing as they have
to be somewhere to be able to be recovered, the Store seems like a logical
place to keep them.

Since Deleted items available for recovery are within the store, they DO
count against the total size of the store, they don't, however, count
against a user's quota.
