Personally I haven't done this but I know that it might be possible with the Windows 2000 SMTP service (which is used by Exchange 2000 also) [1].
There is now built-in support for SMTP Server events to hook into message delivery. Pretty much the same all third party vendors do with their SMTP based content filter/AV products. So, you just need to find somebody who can develop such a thing of find a third party tool which can handle that [2]. <Siegfried /> [1] But I did several other add-ons like that i.e. stripping of Read Receipts on the server.
