It has been my very painful experience that forward all unresolved messages
to host does not work in a Pt-Oz[1] environment. I spent 2 weeks trying to
get it to work and had PSS on the phone much of the time. 

They were quite encouraging.. 
Me: It's broke.
Them: Read Qxxxxx
Me: Well, duh. I did, and that's how I set it up. It's wrong.
Them: No, it works.
Me: Fsck off, set it up and you'll see I'm right.
Them: Gee, you're right. Let's try $foo.

Repeat variations on $foo for days on end. 
Figure out another way to meet the desired objectives of this little fiasco
and move on. 
Remain bitter.
Make a very polite comment about hiding options which don't work when in
certain configurations to a very nice group of developers.
Have witnesses to the event remind you of it on a regular basis punctuated
by fits of laughter.

Now, I could be wrong or I could be completely misunderstanding your
environment... But at first blush it sounds like what you're trying to do
isn't possible and it might be worthwhile stepping back and talking about
what it is you want to accomplish rather than how you intend to get there.
