The queue "Inbound messages awaiting delivery" are messages that have already been read from the file system, converted and placed in the store. Deleting queue.dat won't help a bit. If the delete button in the UI doens't work you'll need to use mdbvu32.exe to delete them There is an article on using this utility but beware: it is not for the faint of heart.
