There is a utility that will allow you to make a bootdisk, boot to the disk, and reset the password... It uses a linux based Registry Editor to reset the password. The only way to read the password (that I know of) is to get the hash from the SAM database and brute force your way through all the possible combination until you get a match (not an option if you don't have admin access to the machine).
