Remember, with MS clustering, you will need a shared storage array. That most likely means you would need fiber between the buildings. There are also 3rd party packages that claim to do clustering over a WAN without a shared array.
Maybe you should take a step back and really decide if you need true failover. I think most people on this list will tell you that clusters aren't worth the effort - there are better ways to ensure availability.
