Depends upon the rule - some of them are client-side and some are
server-side.

Off the top of my head the criteria that determines it include: Whether or
not the rule actions require authentication (like posting to a public
folder), or if they require access to the local hard drive.

i.e. A rule that replies with a template stored on a local or network drive,
or copies the message into a .PST file or prints the message or such will be
client-side and require the user to be logged into Outlook to fire.

A rule that just moves the message to a folder within the mailbox or
forwards it to another user will be server-side.
