It is supposed to work for public folder items as well, although the
deleted item recovery setting is configured in a different place for
public folders.  Have you confirmed that you have deleted item reovery
configured for public folders?

I have 30 day limits set for both mailbox store and public store at the
server E2K for deleted items. DumpsterAlwaysOn set to 1 and am running
Outlook 2000. When hard deleting mailbox items, the Recover Deleted
Items tool works great. But it does not recover deleted public folder
items. I thought that when using DumpsterOn  it applied to both Mailbox
and Public Folder items. Is my only fallback to recover is using
backups? By the way this is being tested in a non production enviroment.
I like to prove what MS says before deploying
