With only one Public Store per TLH allowed in a cluster are you attaching to the right server?
Might be worth checking the legacyexchangedn value in ldp or adsiedit and double checking that it matches up with the server correctly. Also can we assume that all appropriate users can access PFs on the cluster correctly?
