>From the handy-dandy readme.txt:

Installing using a nonExchange Service Admin NT account
--------------------------------------------------------
When installing NAVMSE with Exchange 5.5, install NAVMSE while
logged on under the Exchange Server Service Admin account
(the account that Microsoft Exchange Server services uses).
However, you can install using an NT account with only
NT Administrative privileges. For this to succeed, the NT account
must have the Act as part of the operating system user rights to
run the installation and the NAVMSE service account must have
Log on as a service rights.

When installing NAVMSE with Exchange 2000, the account used to
install NAVMSE should be a member of the Domain Admins group and
have the Act as part of the operating system user rights to run the
installation and the NAVMSE service account must have Log on as a
service rights enabled.
