How many accounts are we talking here, that you have to do this for?

Don't use a rule.  Set up a custom recipient with the outside e-mail addy.
Then have all mail being sent to the mailbox forwarded to an alternate
recipient and pick your new custom recipient.

Scenario: A rule specifies to forward all emails to an outside account,
however only "inhouse," emails get forwarded.  Mail from outside the
organization does not get forwarded.  How can we correct this problem???
