Internal Users Cannot....

Exchange 2000 SP2.... 
 
I have mail enabled some public folders, can see them in the GAL, External users can 
send mail to them -- no problem.  
 
The problem is that internal users cannot send mail to a PF.  
 
What did I miss.... ?
