It's not really surprising since the two are essentially the same meeting. Outlook 2002 doesn't even allow you to forward a single instance of a meeting. Instead of forwarding, why not open the item and choose invite attendees? That works fine.

I was expecting to see the 2nd forwarded appointment on his calendar, but he does not see it. Maybe this is by design, but it really does not make a sense to design this way...
