What has happened, is that the original server stored the rules as guids for the folders etc, these will have changed because you have 'exmerged' the users, in some part Q314739 applies, but I can't find the original Q article, which explains this.
What you need to do, is to ensure that each of your moved users has an X500 address that points to your old system, then each user has to open their rules wizard and re-set the destination part, the server will be able to work out the sender part when the x500 address is in place.
