How about you create a DL that has all of your users in it and
A. Give Read Only rights to that DL and deny posts OR B. Create a Folder Assistant rule that deletes all incoming mail from those people and responds with a template "you've gotta send mail to the list not here" OR C. Create a Folder Assistant rule that forwards all incoming mail from that DL to the mailing list (but you're blocking automated forwards to the Internet, aren't you?) OR D. Educate your users. I'd go with option D. That's the only one that won't require ongoing maintenance, troubleshooting etc. Less headache for you.
