Let's give these users names so it's easy to follow. "John" is able to send emails to "Peter", but Peter can't send to John. Peter is not blocked in the delivery restrictions for John.
Ok, does John have a rule set up like "anything from Peter goes to this folder". Is Peter sending emails that contain words that would trigger other rules (for example John has junk mail setup so anything that has the word "big prize" goes to Junk mail and Peter is sending him an email with those words in it.)
