Maybe what you heard was referring to the synchronous event sinks in Exchange 2000. This functionality allows you to write events against messages before they are available to the user, unlike the asynchronous events of Exchange 5.5.
You could potentially write your own code to do content filtering, but you're much better off purchasing a third party software.
