If they are having problems with the connection, then the question has already been answered - they don't have enough bandwidth.
The amount used by 15 clients is completely variable though. Further, your sample size is too small to use any characteristic "averages" published by other people. Just one user sending a big attachment once a week will cause a perceptible problem with mail. Having said that, there are a couple whitepapers available from Microsoft that go extensively into the bits and bytes taken by various Outlook activities.
