I get that message on my 2002 client as well when my network drags. We have
an exch server at a remote site, and when my local exch server has trouble
communicating with the remote server ( MTA RPC errors) I usually get the
Outlook message. I just had a flaky T-1 removed and switch over to a backup.
Ping times back down to 10-20ms, no more Outlook messages. FYI
