Don't discard the network idea without checking it thoroughly - I run OXP on WinXP, connect to an Exch. 5.5 SP4 server, and get that message from time to time only when I connect from home via ADSL and VPN. I've seen it momentarily a few times at the office getting data from another server on the far side of the WAN, usually those times can be fairly easily correlated to times of network congestion.
