First off, don't ever hit the big red button until it is clear there are no other options. The events you posted below are related to that hasty finger and do not help at all in troubleshooting the immediate problem. Second, the services database is locked until all services have started or failed. That's not an error condition and does not necessitate a reboot of the server.
