Environment: MS Exchange 5.5 sp3, NT4 sp5

Whenever I try to view the properties of a Public Folder in Exchange Admin I
get the following error:

The object cannot be found in the directory. This could be because
replication has not completed. 

Microsoft Exchange Directory 
ID no: c1010aae

I have found 2 Q articles relating to this problem.  One suggested
reinstalling the service pack. The other suggested running the DS/IS
consistency adjuster.  Neither solution has worked.  I can create Public
Folders and users can access them and use them in Outlook, but I cannot view
the properties.  I have found by looking at the Instances tab of the Public
IS properties that the folders I am able to view have a path that shows in
the Folder Path box while for the folders I cannot view the Folder Path is
blank.  Using the PFAdmin utility from the BO Reskit I can see that the
folders are properly homed.  I am at loss.  The next thing to try would be
to run the ISINTEG, but I can't do that until after hours.
