If the action requires authenticating the user, or access to resources not on the 
server side, it will be client side.

So - rules that direct to a .pst file are client side
Rules that permanently delete something (skip the Deleted Items folder) will be client 
side
Rules that direct items to a Public Folder will be client side.

Probably some other circumstances, but those are the top three that users complain to 
me about.
