Yer a dope. There is a difference between .pst files and .ost files.
PST files are personal archive folders. OST files are an offline store of the mailbox in question. If you want to have users clean up their PST files, add the .pst to their profile and have them do it. They can't delete anything from the server by removing it from a .pst file. If you are in fact using a .ost file and have it configured correctly, then close the Outlook client, unplug the network connection, restart Outlook and choose the "Work Offline" option.
