" Even if you accomplish what you want, NOTHING is stopping your users from printing the document and leaving it on a desk, doing a save as or whatever. Best way to control the "confidential" information is to NOT make it available on the Internet and force your users to use VPN to access that information. You really need to explain to your users what the risks are and what steps they need to take to prevent broadcasting your confidential information.
