As regards the top level folders, have you checked your site's Config settings? Under Information Store Site Configuration, then Top Level Folder Configuration, your account should be listed among those able to create top level folders.
As regards the user ndr's, it sounds like the wrong permissions have been striped through your PF hierarchy. Use PFInfo/PFAdmin in the BORK to address this.
