Bummer noone has replied to your post yet.  I've got a couple users complaining of the 
same thing with OWA, Post SP2, E2K.

I was able to find one thread in Googles groups on this, and it pretty much sounded 
like this is the new "security enhancement" for OWA in SP2.  Does your attachment 
behavior vary if the Email originated internally, instead of externally?  I haven't 
tested yet, but from what I've seen for one user it LOOKS like that's part of it. 

The only match I was able to get on MS Support site is if you have a problem of 
getting the "authentication" dialog box 3 times in trying to open an attachment (MS 
Office SP fixes this).  That's not what we're experiencing though.

I thought I'd seen this problem addressed but can't find it in the archives, nor 
Technet, nor slipstick.com:

Exch2K, SP2 in AD network -- accesing OWA using IE, various flavors but mostly 
IE5.5SP2.

Attachments get to/from their destinations fine.  However, the process of opening 
attachments is inconsistent; even just a Word attachment, sometimes it just opens, 
sometimes you're required to right-click and save it, but even doing that, sometimes 
there's an 'Open' menu option and you can just tell it to open and it will.  Other 
times not.  If there's a switch or control to settle this down, I've not found it yet.
