Well, first off, sending as a public folder has nothing to do with your PAB. Remove the entry from your PAB and then ask yourself "Why on earth am I still using this beast if I'm on Outlook 2000?".
That settled, try unhiding the PF from the GAL. You should be able to send as that PF then.
