Recommendation:  Don't do it.  Seriously.  Have management publish a policy
about what is considered objectionable and have each employee sign it.  Fire
the first 1-3 offenders and it won't happen again.  

If you do end up implementing it, be prepared to answer questions like "Why
did this message go through?  I thought we were filtering such stuff."  Also
be prepared to explain to management why the product didn't catch the
objectionable text in that one message even though the text was actually
part of a JPEG image.  Etc. etc.
