I discovered this annoying thing too.

You could do a couple of things as a workaround -

- set up a mailbox where NDRs will be forwarded and then create an Outlook
rule that will forward everything to the SMTP address of the PF. The rule
will work without having to run Outlook (it will be a server-based rule)

- set up a mailbox where NDRs will be forwarded and then go to Active
Directory Users and Computers, open the properties of the new mailbox and
then set up the PF as an alternate recipient under the delivery options (PF
must be visible in order to do this)

Subject: NDR's sent to a PF

This was answered once before but couldn't find it in my archives.

Exchange 2000

If you make a PF folder and give it an email address, you can not send a
copy of the NDR to this address. The only other way I see is to send to a
user account and have a rule setup to send to a PF. But this means you have
to have this running somewhere. Is there another way to do this.?
