Internally - whatever number you pull out of the hat is good - but I would
make it no less then 15MB just to avoid an avalanche of complaint calls. 
It's different with external mail.  I've read an article a couple of months
back that was an analysis of traffic on internet routers. They claimed that
99.96% of e-mails were less then 5MB.  

The thing to remember is that the SendMail (Unix Open Source - used often as
a gateway) has a default configuration of 5MB message size limit.  
Very few ever modify this (or even know how), so a lot of mail might be
rejected by the remote site based on that limit. 

But, I agree with all others - this differs based on company needs.
