Check if Automatic Replies to the Internet is disabled in the IMS. Hopefully it is.

The rule works in respect that if you look in his sent items after a message comes in, there is a forwarded copy. However, he never gets the message. Is it nothing more than Exchange interpreting it as mail relaying and dropping it because the domain belonging to the mobile phone is not allowed in the routing table? If not, any other clues as to what could be causing the issue? Thanks.
