Add the outside address as a mail-enabled (not "mailbox enabled")
account in AD.  Then you can add it to the delivery options.

How do you forward email from a mailbox to an outside address in
Exchange
2000?  In the Exchange general tab, delivery option of the account's
properties, it only allows to forward email to the company's directory.
